Local government portal
Template for local government websites
The aim of the project is to create a modern and coherent website platform for local authorities, which will help ensure a consistent level of information service delivery, a positive user experience for citizens and technical sustainability. The aim is to replace the outdated KOVTP (Local Authorities Service Portal).
The new platform will be based on the Government Portal 2.0 developed by the State Chancellery, which is used today by several ministries and various state agencies.

Theme colours?
Unexpectedly, the biggest challenge of the project was the desire of the municipalities to change the design to match their own logo and CVI, while remaining WCAG compliant.
The final solution was to solve the whole design based on two theme colours (lighter and darker) and to play with transparency where it does not directly affect the user experience.
We also provided the municipalities with a set based on the 5 most common colours and the possibility to choose their own colours, provided that this was their responsibility.
APCA? WCAG?
One of the most important visual requirements for meeting WCAG 2.1 AA is adequate colour contrast. However, the formula used is… less than ideal (for many of the orange and red variants, the eye and the formula do not agree).
However, a new APCA contrast model will soon be introduced which takes into account background colour, letter size and letter thickness, among other factors.

Services
Local authorities have a range of services to offer. One of the biggest challenges is to organise them logically and make them easy to find. We tried to find a compromise between how the municipality could do this, based on best practice, but we agreed that they may still want to do it their own way, and even then the result should be aesthetic and easy to use.

Pilot
In 2024 the template was adopted by ELVL as well as the following municipalities in a pilot phase:
